Unable to add port

When I try to add a new port it kept reporting error that port is used by other person.

I think I figure out. The server is shared port with others I guess. Now I find an open port. I can't seems to run my binary.
[ggao@s5]:<~/repo>$ ./ws -h
-bash: ./ws: Permission denied
[ggao@s5]:<~/repo>$ ls -al ws
-rwxr-xr-x 1 ggao 1000 10085048 Jun 26 13:43 ws
