Error installing scikit-learn

i have an issue when installing scikit-learn, im using python 3.11, and 3.9 it always return same error like

i have already reinstalled the scikit-learn, it remains same error. how to fix it?

admin Sorry to keep asking to help. Still got same error after adding this
LD_LIBRARY_PATH=/usr/local/lib/gcc13 to .bash_profile , btw this file i just created on usr/home/lgoin/here. I tried adding to on .profile, and ssh cmd still didnt work.
