clear backups

Hi! The backups folder is taking up all my disk quota, and rm -rf ~/backups isn't working. I can't use the file manager to delete it either, for the same reason. The reason is permissions, as stated by the error I'm getting (operation not permitted,) but chmod +x won't work either. How can I clear these?

Upon inspection of similar posts, this is a duplicate of this. On a related note, how can I delete mail that is seen with the mail command?

cloverdev the default storage for an account's mail in Unix systems is /var/mail/$USER, you can use any mailbox client (e.g. mail, alpine, mutt, even cat) to read the content of the file and to delete unnecessary messages.
