Postgres connection failure

I am trying to connect to my postgres instance using the uri:
postgresql://p2534_vault:[PWD]@pgsql2.serv00.com:5432/p2534_vault

But keep getting the error that it does not exist. Any help is appreciated

Do you connect from outside the server or locally?
(remote connections aren't allowed)
