Old IP visit the site return 403 forbidden,but new IP can visit the site.

This is a website for displaying math problems.
When I visit the site from a new device for the first time, it works properly. However, if I revisit it later, a 403 Forbidden error occurs.
I believe the file permissions are correctly configured (since the first visit was successful). Could this be due to IP blocking? I am located in mainland China.
