Process: 20/20, RAM Memory: 1.36GB/512MB, Unsure why, what next?

Hi,
While I was working to fix a software bug, on a sudden the CLI got unreachable. And I could not access the CLI anymore due to '-bash: fork: retry: Resource temporarily unavailable'.
Then I checked the dashboard/home page, it shows:

Disk Quota: 7%
Processes: 20/20 (sometime ago 22/20)
RAM Memory: 1.36GB/512GB (272%)
CPU Usage: 0%

I deleted the subject website (WWW website) and the virtualenv using Pydio. However, the situation remains the same.

What's next step of troubleshooting?
I am aware that, its not a VPS so I can't reset it. Maybe some privilege still remains?
